E-Learning and Corporate-Governance in Public Administration

Abstract:
This paper explains that the implementation and deployment of e-learning solutions in public administration have tended to strengthen the hierarchical bureaucracies already in place instead of transforming these processes. The author then tries to identify propositions and barriers to effective corporate-governance in public administration. The paper concludes that Corporate-governance has a long way to go in actually delivering public service administration via the Internet. A better understanding of the potential of e-learning for public administration is critical if the benefits of Corporate-governance are to be realized.
